China Corruption Blotter (September 20, 2013)

Cai Bin, former deputy director of Guanzhou’s Panyu Public Security Bureau, has been sentenced to 11½ years in prison for taking bribes worth $448,247. Cai had illegally outsourced government-affiliated Pan’an Industrial Automobile Maintenance Factory to two private investors. He was dubbed Guangzhou’s “Uncle House” after internet users exposed him for owning 22 properties last year. http://news.xinhuanet.com

Liu Jiakun, former party chief of Taihe County in Anhui, and his mistress Zhao Xiaoli has been charged together for accepting $4.8 million in bribes. In return for the bribes, Liu helped six people secure construction projects, land deals, fund allocations and public listing for their companies. Prior to her arrest, Zhao was the legal representative of Fuyang Yida Real Estate Development Co. and Fuyang Xuelong Property Management Co. http://fanfu.people.com.cn

Guo Guanghui, former head of Shaoshan city’s tourism bureau, has been sentenced to ten years in prison for accepting and soliciting bribes totalling $165,032. Between 2007 and 2010, Guo helped a number of construction company’s secure government-funded projects. One of the bribe-givers is named Shuangma Construction Engineering Co. Duan Wenqing, CEO of China Hongxin Securities Co Ltd, has been arrested on suspicion of accepting bribes. Details of Duan’s misconducts are not immediately clear. Unnamed sources revealed that Duan was detained for corrupt activity during his time with Guosen Securities and Chinalions Securities. According to a Hongxin Securities statement, Beijing prosecutors have not made a connection between Duan’s detention and the company. http://www.21cbh.com

Former deputy mayor of Anyang city in Henan province, Zhang Shengtao, was sentenced to 15 years in prison for taking bribes worth over $2.4 million. Zhang took bribes from 14 private investors, including Geng Hongxiang, the chairman of Henan Lanxiang Group and 137 subordinates in return for handing out land use permits, construction projects and job promotions. http://news.xinhuanet.com

Zhang Guangliang, the head and deputy party chief of Hainan provincial Ocean and Fisheries Supervision Corps, was fired and expelled from the party for disciplinary violations. Zhang allegedly accepted bribes from contractors in return for awarding construction projects and reducing fines. He has been transferred to prosecutor office awaiting criminal investigation. http://leaders.people.com.cn
