China Corruption Blotter (September 26, 2012)

An unidentified primary four (fifth grade) student was reported online to have stolen $16 from a teacher in order to buy little gifts to bribe fellow classmates into electing him to the class committee. While the school was not named, a primary one teacher from Nanjing Yuhuatai Primary School told reporters that the behavior of the children probably reflects what they learned from their parents at home. www.jiaodong.net

According to a news brief on Nantong Clean Governance Net, former Nantong (Jiangsu Province) Environment Protection Bureau director Lu Boxin has been placed under investigation for serious disciplinary violations. The brief added that Lu was taken into custody on September 14 for abusing authority to provide benefits to others, and accepting huge bribes. http://news.cn.yahoo.com/ypen/20120917/1314947.html

The chief of Shekou Police Station was recently charged by the city’s procurators with releasing 28 suspected drug dealers in exchange for a bribe of $79,985. Identified by his surname as Sun, the police chief and two subordinates alegedly collected bribes in exchange for protecting Shenzhen Bali Island Club House, said to be a place housing illegal gambling activities and drug consuming. http://news.cn.yahoo.com/ypen/20120916/1312811.html

Zheng Gang, the director of Turpan (Xinjiang Autonomous Region) Public Security Bureau, was sentenced to 11 years in prison and stripped of political rights for one year for corruption involving $104,892. Zheng was said to have illegally taken ownership of three black Audis belonging to the bureau, and sold two of them to his friends for a profit. Former Jiangxi Provincial government vice secretary-general Wu Zhiming was charged with corruption involving more than $7.4 million. Prosecutors charged that Wu took illegal gains while he served as district head and city official in Nanchang City as well as during his time in Jiangxi between 2002 and 2011. Wu was expelled from the Communist Party and removed from his official positions in August. The case is still being heard. http://news.shangdu.com/201/20120923/11_5701911.shtml

Former Chief Engineer of China Southern Airlines Zhang Heping was sentenced to 15 years in prison by the Hengyang Intermediate People’s Court on December 1, 2011. Zhang was charged with accepting bribes from six people on 32 occasions totaling $1.14 million. Prosecutors said Zhang took advantage of his position to receive bribes linked to the airline business contract awarding process, construction projects and aircraft maintenance. http://www.dangjian.cn/syjj/mtjj/201209/t20120921_863677.shtml
