Chinese journalists were surprised to find that Ningling County (Shangqiu City, Henan Province) officials had set up a government office dedicated to preventing civil servants from drinking during working hours.
In response to media reports, local authorities explained that the “Office for the Prevention of Alcohol Consumption in the Afternoon” was a temporary agency whose employees were borrowed from another government office.
Ningling authorities said the alcohol agency’s main tasks were to prevent civil servants from drinking during working hours, and to investigate incidents resulting from drinking alcohol on the job.
